Rocky Mountain Service, Employment & Redevelopment/Jobs for Progress, Inc. (“RMSER”) is a community-based organization that has been providing early childhood, workforce, and community development throughout the state of Colorado for over 39 years. RMSER was first incorporated as a 501(c)3 nonprofit corporation in 1980 and began its migrant and seasonal farm workers (MSFWs) service programs through the US Department of Labor in 1981. RMSER’s workforce development programs helped prepare MSFWs for jobs offering higher wages and more stable employment.
RMSER quickly recognized additional support services were crucial to the success of those in the workforce development programs. Affordable, high quality preschool and childcare were identified as priority community needs. RMSER was awarded its first Head Start grant in Mesa County in 1984 from the US Department of Health and Human Services. In the 1980s the early childhood education and workforce development divisions grew and began expanding into other counties throughout Colorado. These years were the foundation for future growth and success.
By the 1990s, RMSER served families all over the state of Colorado in more than 7 different counties and expanded its workforce development effort to encompass the entire state. In 1991, the Pecos Community Center was given to RMSER by Denver Mayor Wellington Webb and now serves as an early learning location, community center, and RMSER’s headquarters.
In 2002 RMSER was awarded the Head Start grants in Pueblo and the surrounding counties of Las Animas, Conejos, Costilla, Alamosa, and Huerfano soon followed. With early childhood development services in 11 counties, RMSER became the first Super-Grantee for Head Start in the state of Colorado.
The community development division was established to offer opportunities and services to more RMSER community members, especially youth. Sports, adult education, youth mentorship, and other social service offerings were developed and implemented in Denver, Grand Junction, and Alamosa.
With three unique and growing divisions of the company RMSER purchased land and facilities in several different areas of the Colorado. These facilities have given RMSER the opportunity to serve Colorado’s early learning, workforce, and community development needs. RMSER launched its “Seasons for Giving” holiday gift giving campaign during this time.
In the last 5 years, RMSER has streamlined services by redesigning delivery of community, early education, and workforce development. New mission and vision statements in 2019 reflect a future-oriented commitment to social awareness and community empowerment.
